Gautam Buddha, in his Eight Fold Path preached humans to free themselves from desire - which included desire to have sex - he greatly discouraged this, as far as I remember, I read that he had once expelled his once favorite follower because he had sinned in a manner that he violated the rules of the Sangha and had an intercourse with his wife (whom he had left before he joined the Sangha). Anyway, coming to the point, because Buddha and his teachings gained a lot of popularity and huge masses of people started following his teachings as a result of which the population started dropping -- no sex means no new children. This made Emperor Asoka worried and so he built and favored the building of all these erotic temples like the Khajuraho temples, Ajanta and Elora Caves etc. in order to instigate the suppressed desire of sex in people again.
